«The building was constructed by Chita merchant S.G. Feingold in 1907. This large two-story corner structure, featuring a semi-basement and red tapestry bricks on its facades, was designed and decorated in the Eclectic style. The facades are embellished with avant-corps, each topped with elaborately decorated crowns at the roofline. The main entrance features a distinctive design. In 1917, the building housed the “Victoria” Military Hospital. In the same year, M.A. Bergut became the house owner and later opened a printing-office here. During Ataman G.M. Semyonov, the headquarters of the 3rd Infantry Regiment was located here, followed by the main office of the Transbaikal Military district (ZabVO). After 1917, the building was transferred to the District Council of Trade Unions department, which operated a library (for both children and adults) and the publishing house of the newspaper “Rabochy Put” (The working path). The building’s basement housed a restaurant with a billiard room operated by the Siberian Partnership, the “Shari-Vari” Restaurant, and A.F. Navlidi’s creamery “Odesskaya kukhmisterskaya” (Odessa eating house). In 1924, the “Lopato&Swey” tobacco factory opened, along with a billiard room operated by the “Livadia” Artel of disabled persons-occupying the former site of “Shari-Vari”. In the early 1950s, the building housed a Soviet Party school; in the early 1970s, it served as the hotel of Chita Regional Committee of the CPSU; and in the early 21st century, it became the hotel of the of the regional administration’s Administrative Department».
